Filed by Dr. Benjamin Ballout, the complaint asserts that the SEC and USAGM breached statutory limits by acting on unverified information disseminated by Radio Free Europe / Radio Liberty (RFE/RL)—a government-funded broadcaster legally barred under the Smith-Mundt Act (22 U.S.C. § 1461-1a) from targeting domestic audiences.
